What is the use of the trash rules, In Toledo Ohio, when they are not enforced?

I have been contacting Solid Waste for almost a year about locations where the trash is spilled in the alley on the sidewalk, etc.

And yet, to this day, the trash is still in the alleys and on the sidewalks.

Why? Not enough money in the budget for enforcement and people according to the Toledo Solid Waste Manager.
